It is advertised to work in Blender 2.8, and I found that it works fine in Blender 2.9 as well. If you are interested in creating realistic follow-through motion for your character with minimum effort then you have to check out this Wiggle Bone add-on. There are no additional keyframes to create that smooth follow-through motion. The tail, bowtie, and ears of the cat above were entirely animated through the Wiggle Bones addon. It is called Wiggle Bones, and it automatically applies some physics to the bones while still allowing for complete control over the rotations of the bones.
